Why Florence sends so many fines abroad

Florence's historic centre is a zona a traffico limitato (ZTL) watched by cameras at every entrance. Satellite navigation often routes tourists straight through, and the signs are easy to miss. According to city data reported in the press, Florence issued 433,349 fines to foreign citizens in 2024. In 2025 its gate cameras recorded 506,965 violations at the entrances of ZTLs, pedestrian areas and reserved lanes, as reported by La Nazione.

How much you pay

Item Amount
Fine for unauthorised ZTL entry (art. 7(14)) €83 to €332
Paid within 5 days of notification 30% off the minimum
Not paid and not appealed within 60 days half of the maximum

Notification costs are added to the fine. The amounts in force in 2025 still apply in 2026, because the scheduled update was suspended.

Several fines for one wrong turn

Before December 2024, each passage under a ZTL camera could produce a separate fine, which is how some travellers ended up with bills of €700 or more for a single visit. Since 14 December 2024, art. 198(2-bis) of the Highway Code provides that when several violations of the same rules are recorded by cameras in the same ZTL on the same calendar day, only one fine per day applies, also when the ZTL is active only at certain hours.

If you received several notices for the same ZTL on the same day after that date, this is worth raising in an appeal.

Checks before you pay

  1. Was it mailed within 360 days? Compare the date of the violation with the postmark or mailing date. If you live abroad and more than 360 days passed, you can appeal. With a rental car the term can start later: see rental car fines and the 360-day rule.
  2. Several notices, same day, same ZTL, after 14 December 2024? Only one fine per day should apply.
  3. Hotel inside the ZTL? Ask the hotel whether it registered your plate, and get it in writing.
  4. Rental car? The rental company's admin fee is separate from the fine. See rental car fines.
